Mozambique — Temane Transmission Project (TTP), STE S.A.

563 km, 400 kV transmission backbone; World Bank/IDA, AfDB, IsDB, OPEC Fund and Norwegian-supported financing. ESG/ESMS implementation, safeguards, E&S/OHS contractor oversight, RAP implementation, lender compliance-standard compliance, 6 contractors' oversight and stakeholder management. Employer – EDM. Service Provider – STE a wholly owned subsidiary of EDM. Financiers: Large-scale concessional and grant financing, including a US$300 million IDA grant from the World Bank's International Development Association (IDA), a complementary US$150 million concessional financing package from the African Development Bank, OPEC Fund for International Development and Islamic Development Bank, and additional grant support from the Norwegian Trust Fund. 2020–2024.

Selected international standards

The following expert services were provided according to one integrated discipline viewed through different stakeholder lenses: ESG – Environmental, Social & Governance through the investor and corporate lens; HSE – Health, Safety & Environment through the construction and contractor lens; and E&S – Environmental & Social through the lender and DFI lens, including IFC Performance Standards and Equator Principles. All are integrated and delivered through one Environmental and Social Management System (ESMS) across every stage of the project lifecycle:

  • ESG & ESMS Strategy and Implementation: Developed and implemented corporate and project-specific Environmental & Social Management Systems (ESMS) aligned with IFC Performance Standards, World Bank requirements, AfDB safeguards, ISO 14001 and other international lender standards.

  • E&S, OHS & Construction Oversight: Led environmental, social and occupational health & safety performance through development and construction, including EPC/contractor compliance, monitoring, audits and corrective-action management.

  • ESIA, Resettlement & Social Performance: Led and reviewed ESIAs, ESMPs, RAPs, stakeholder engagement, livelihood restoration, community programmes, GBV/SEA-SH requirements, permitting and regulatory compliance.

  • Lender Compliance & Capacity Building: Managed E&S due diligence, lender reporting, audit readiness and stakeholder alignment while strengthening owner, contractor and local-team capacity to implement international ESG standards.
